The research , conducted by Georgia Tech, is based on the prevalence and acceptance of open source software in 75 different countries around the world. Each country was awarded points for "its policies, practices, and other data in the fields of Government, Industry, and Community." The data also takes into account that, though some countries have may not have a particularly high rate of FOSS use, the fact that it holds several IT patents or has a large number of Internet users indicates a open source software has a high potential of gaining traction in the future.

Tom Rabon, vice president, Corporate Affairs for Red Hat, says the research is a springboard for showing the value of open source software to nations that aren't yet hearing its siren song. "Red Hat hopes the Open Source Index will serve as a resource for those within the open source community along with others who are curious about open source to start building relationships and further foster world wide open source growth," he said in a prepared statement.

Of course, interesting e-learning initiatives are just one result of this more open learning world. Many educators contend self-directed e-learning courses and programs lack interactivity and engagement. Too often the learner simply clicks through Web pages without thinking. As indicated, there is a trend toward more collaborative, mobile, virtual, and personalized learning environments where the learner contributes to the learning resources instead of simply passively browsing through them. And with open educational resources, any company and any person within that company can create valuable online resources the entire world can use, remix, and share. With the proliferation of online resources and technologies opening learning to thousands more learners each day, there is excitement for continued training and education throughout the lifespan, from birth to retirement and beyond. Training departments now have momentous decisions in front of them about how open or closed they will make their courses and materials, as well as how much to rely on employee generated content instead of strictly using prepackaged materials. Management also needs to consider the possible partnerships that might be created with other organizations and institutions that have already placed their training and education materials on the Web free to the world.
